Qualifications: Mr. Mahan has over 35 years experience working for several well-known consulting firms and for New Jersey Department of Environmental Protection, Division of Water Resources. He has worked on projects both for developers and for municipal, county, and state agencies reviewing site developmental plans submitted to them. Typical projects have included large scale residential, commercial, and industrial site developments and public works improvements. Drainage and flood control remain an area of particular interest. Mr. Mahan has served as the consulting engineer for several municipalities in central New Jersey.

Russell M. Smith, P.E., P.P.

Education: B.S., Civil Engineering, Lafayette College

Qualifications: Mr. Smith has served as Design Engineer and Project Manager for over 25 years with several consulting engineering firms. He has worked on all phases of private and public engineering projects. These projects have included residential and commercial site plans and subdivisions; sewerage collection and water distribution systems; septic system designs; dam studies and inspections; and roadway rehabilitation and reconstruction projects. He also served as an assistant to the Township Engineer in Montgomery Twp., Somerset County for 3 years. As a Vice President of Hopewell Valley Engineering, P.C., he is responsible for the management of the Civil Engineering Design Division.

Donald H. Kamp, P.L.S., P.P.

Education:

• Professional Land Surveyor: NJ, PA, and DE
• Professional Planner: New Jersey
• Certified Photogrammetrist – ASPRS

Qualifications: Mr. Kamp has over 37 years experience in surveying, photogrammetry and geospatial information systems. His project experience includes large-scale surveying and mapping projects, including statewide digital orthophotography for the States of NJ, West Virginia, and Virginia. He has been responsible for both conventional and GPS ground control surveys, and a large number of cadastral, topographic, construction, hydrographic, and forensic projects. His responsibilities included a large number of significant municipal and federal projects, as well as private-sector residential and commercial land development and construction. Mr. Kamp heads HVE's Surveying Department.

James C. Findley, P.E., CME

Education: B.S., Civil/Construction Engineering Technology, NJIT, Newark College of Engineering

Qualifications: Mr. Findley has over 25 years experience working as a Design Engineer and Project Manager with various consulting engineering firms. He has worked on all phases of private and public engineering projects, including various size residential and commercial site plans and subdivisions; roadway designs; and stormwater, sanitary and water system designs. He was an Office Engineer on an NJDOT highway reconstruction project that included milling and paving eight miles of roadway and the reconstruction of a bridge deck.
Mr. Findley's current municipal responsibilities include assisting the in-house Municipal Engineers with engineering and inspection duties for the municipalities of Hopewell Borough, East Amwell Township, and Stockton Borough.
